Who we are
We are the Tourism Department of the Tolosaldea Garatzen Development Agency, S.A., a regional tourism cooperation entity before the Basque Government and the Gipuzkoa Provincial Council.
Objectives
Our goal is to guide the tourism development of Tolosaldea in a coordinated and participatory way. To this end, we use several working groups in which we address, among other things, the management, monitoring, and promotion of Tolosaldea’s tourism projects.
Management Policy
From the tourism department, we work in the following areas:
- Participatory tourism management of the Tolosaldea destination
- Projects to improve the competitiveness and sustainability of the destination with the private sector
- Projects to enhance Tolosaldea’s attractiveness and tourist experience
- Information and welcoming of tourists

Programs
The Basque Tourism Code of Ethics aims for all tourism entities to incorporate social responsibilities and environmental and economic sustainability into their daily practices.
The Basque Tourism Code of Ethics adapts the principles of the Global Code of Ethics developed by the World Tourism Organization, as well as the Sustainable Development Goals of the United Nations 2030 Agenda; and adds Basque particularities and elements of our culture. By signing this Code, tourism entities commit to respecting and preserving local culture and tradition and cultural heritage elements, linked with incentives for local communities to engage in tourism activities and receive their economic, social, and cultural benefits, especially employment.
The signing entities form the Basque Tourism Ethics Register. The management and updating of this register are the responsibility of the Basque Tourism Ethics Committee.
Tolosaldea Premium is a work line to position the Tolosaldea region as a premium tourist destination and develop a tourist offering of products and services with sector companies targeting this type of client.
Companies joining the project enjoy benefits but must meet certain requirements and commitments with the goal of making Tolosaldea one of the reference destinations for premium tourism.
Euskadi Gastronomika is a network promoted by the Department of Commerce, Consumption and Tourism of the Basque Government and the Basque Tourism Agency, Basquetour, with the aim of structuring and ensuring the authenticity and excellence of the Basque gastronomic tourism offer.
The Euskadi Gastronomika network consists of companies, professionals, and entities related to Basque gastronomic culture that share values and a working philosophy, and are committed to service excellence to maintain Euskadi’s leadership as a reference gastronomic destination internationally.
